Prosjektresultater

Sluttrapport resyme: En aldrende befolkning medfører samfunnsendringer som utfordrer eksisterende velferdsløsninger og politikk. Behovet for nye ideer for å møte denne utfordringen blir i økende grad satt på dagsorden både internasjonalt og nasjonalt. Vårt forskningsprosjekt analyserer disse nye politikkideene. Prosjektet gir innsikt i verdigrunnlaget til og rettferdiggjøringen av aldringspolitikk. Det undersøker potensialet for konflikt og konsensus og viser den viktige rollen til ulike regjeringsoppnevnte kommisjoner i å skape en felles problemforståelse som grunnlag for politisk handling innenfor områder der reformer er potensielt upopulære blant velgerne. Prosjektet belyser hvordan ulike politikkideer både er nedfelt i forsvar for etablerte ordninger og samtidig utgjør et kraftfullt kampmiddel for endring og reform. Vi finner at det er de økonomisk fokuserte ideene om 'produktiv aldring' som dominerer politikkutformingen, eksempelvis at eldre skal stå lenger i arbeid. Det gis imidlertid også eksempler på at den bredere 'aktiv aldrings'-tilnærmingen, som vektlegger aktivitet på ulike men likeverdige arenaer i samfunnslivet, og som fokuserer på hele livsløpet, får gjennomslag. Aldringspolitiske reformer innenfor pensjons- og arbeidsmarkedet inkluderer tiltak for å få folk til å stå lenger i arbeid. Innenfor langtidsomsorg/eldreomsorg gjennomføres en rekke reformer som medfører viktige endringer i ansvaret for finansiering og tjenestelevering, men her finner vi ulike og motstridende reformtendenser på tvers av land.

Om prosjektet

The main goal of this project is to increase understanding of the ideas and practice of ageing policy in Norway and European comparative perspective. Our inquiry will contain the following sub-goals: Firstly, we will clarify the normative content of various ageing policy ideas in order to enhance knowledge on how ageing policies are justified. Secondly, the project will unlock the politics of ageing to better understand the political struggles and basis for consensus within this area. Thirdly, the project will scrutinize the role of welfare commissions in ageing politics and the making of ageing policy in different countries. The project will explore and analyse the tension between the conceptualisations and policy ideas of active ageing and the practice of policies implemented at different organisational levels and in European comparative perspective. Thus, we will follow the concepts on ageing and active ageing from the ideational level to the practice of ageing policies, and from the international and macro level, to the national- and the institutional meso-level of ageing policies. The project analyses actors and their ideas, the politics of ageing and national policy formation. The project will apply various research methods, including qualitative analysis of policy documents, interviews with policy makers and other key stakeholders. A comparative method is applied at diverse levels in contrasting policy ideas, and European states and their policies.
